Actually, it is illegal. A improperly placed 51% sign is a violation of TABC code. However, I expect they just placed the wrong sign out of ignorance. If I recall correctly they receive both the blue 'Unlicensed Possession' sign and the 51% sign in the packet, so they just put the wrong one up.
