Take a picture of it and post here. That way was can see. Like I said, sounds like an attempt at a 51%-like sign, but not per the legal language requirements.

You sure it wasn't this sign?
If so, that is required by the TABC because they sell alcohol for off-premise consumption, and you can carry past it. if it actually said LICENSED, then it sounds like the store had their own version printed and it does not meet the TABC requirement and is illegal and the store could be fined for not posting the correct sign.
