Some people who follow the Koran quote Sura 5:38 to say a thief's hand should be cut off.

Good for him! He performed a public service and should be rewarded not punished.

The law (9.42) says he was "justified in using deadly force against another to protect land or tangible, movable property" "to prevent the other who is fleeing immediately after committing burglary" "from escaping with the property"

If a police officer enjoys catching criminals, that doesn't nullify his power to arrest them.

It's true that fear is irrelevant. If he reasonably believed the known criminals would attempt to use unlawful deadly force against him, he was justified in using deadly force to protect himself.

This is where we would have to agree to disagree. Listening to the 911 call, it appears the Mr Horn intended from the beginning of the call to shoot the two men. And that makes a HUGE difference. In his case, it has cost him the past six months of his life to keep himself from being prosecuted at this time. But I doubt this will end here.
Listening to the long 911 call, you could also say the police could have prevented the shooting by showing up and arresting the career criminals in the act.
