Yes. Same as any other change of address.

That's a different question. It depends whether that state honors a Texas CHL and if they honor non-resident licenses.

For example, Florida honors a Texas CHL for Texas residents visiting Florida but doesn't honor a Texas CHL for Arizona residents visiting Florida, and doesn't honor a Texas CHL held by a Florida resident. On the other hand, Louisiana seems to honor a Texas CHL for residents of any state.
