I too would like the option to open carry but why would a gun buster sign be ok for open carry but have to be 30.06 for concealed carry? 30.06 should apply to both.

It's a compromise. I'd be afraid that too many places would post proper 30.06 signs banning both open and concealed carry. If they were to post a gunbuster, at least one could still conceal carry. Later, after it's proved that we're not killing each other over parking spaces, we could lobby to loosen the laws up further.
