Yes, fires in pits were allowed at walk-in camping areas but call ahead about primitive. Enchanted Rock and Hill Country State Natural Area offer primitive camping (2-4 mile hike in) and you won't likely have too many other campers but you won't find a backpack in Texas until Big Bend. I was at Enchanted Rock late last month and there was only one other primitive camper.
