Many of them work strictly for cash and don't pay income tax. The situation is likely similar for day laborers. If a company is dishonest enough to hire people "off the books", and there are certainly some that do, that's another bunch of $$$ that isn't subject to income tax.
I'll admit they do pay sales tax.
