I like this option for cargo shorts:
/www.handgunholsters.net/
It's not as accessible as OWB but it conceals completely and I can wear my shirts tucked-in if I want. I've used this for the last four summers and I've been realy pleased with it.

Went to the State Fair last year with the wife and kids. Presented my CHL and drivers license to the security guard before being scanned. He looked over both licenses and waived me in, no scan, no problem through the metal detector. Didn't even break the pace of the moving line.

If your son-in-law is going to carry then the best thing he can do is take the chl course and do it legally.
