Seems like an attempt to stereotype based on ethnicity.Why is everyone so shocked that a bunch of minority, government employees can't accomplish a task in a timely manner?

So, you really think the whole process would run more smoothly and efficiently if the entire CHL division at DPS was staffed by Caucasian males? Let's face it, women are a minority, too. You can't not blame them.
