Don't know the answer - just speculating.
Even if it's just the instructor's time that is free- it get more people shooting and handling guns safely- it's a win-win for all of us.
At minimum, someone is doing this at a reduced rate... which is pretty cool of them. (I don't think it matters if it's the range owner or instructor) It's a smart move and good business at the same time. If I lived up that way, I would support that range. The story made it sound like it was for the people already buying guns so I'd guess most are buying ammo anyway and just rent the lane.
