Unless you are an on duty LEO who happens to be meeting the repairman on the clock at home- I don't know that "we" have the right/authority to demand a CHL be produced? If you demand someone show you their card and they say no thank you and start to leave the house and you draw on them- you'll probably be in serious trouble.
