Dude in my head I have been writing the history of Rockwall County as a mini-series for quite a while. It's got everything a good TV series needs, money, sex, drugs, corrupt politicians, pretty secretaries sleeping their way up the corporate ladder, enough bootleggers a local Baptist church had a still under the podium, wild teenagers and wrapped in the smallest county in Texas where all the players are related since there are so few people living there.Liberty wrote:It looks like there is the makings here for a good movie.Arock wrote: Rockwall County corruption is MUCH DEEPER than just this. A few months ago the Rockwall County Treasurer plead guilty to exactly the same crime ie. misappropriation of funds.
Texas Rangers, DPS and the FBI are investigating the entire county government of Rockwall County.
It's gonna be called "Texas Aluminum" and it's mine.

Rockwall County corruption is MUCH DEEPER than just this. A few months ago the Rockwall County Treasurer plead guilty to exactly the same crime ie. misappropriation of funds.austin wrote:"District Attorney Ray Sumrow who is so paranoid he won't even allow his photograph be posted on the official Rockwall County website."
Mr Sumrow is now an alleged Felon.
"Rockwall County's criminal district attorney for the last two decades stands accused of having nearly $68,000 in taxpayer money deposited into his personal checking account and spending it on living expenses for about a year before paying the last of it back. "

Texas Rangers, DPS and the FBI are investigating the entire county government of Rockwall County.
It is rumored there are a total of NINETEEN people under heavy investigation in Rockwall County. Both present and former county government officials, appraisal district officials and others.
The signs are still up on the Rockwall County Government Center. It is said in the hopes of preventing the exchange of gunfire between County officials.
If Ray Sumrow rolls over on the former County Judge, County Commissioners, County Auditor, County Clerk, District Clerk and JP's there is likely to be a bloodbath.
BTW, the Rockwall County Criminal Prosecutors office is the same office that had an asssistant DA commit suicide a couple months ago when he was exposed as a homosexual pedophile predator by A TV series. Committed suicide right in front of the arresting officers and TV crew.
Add to that we already had two County Sheriffs go to federal prison, one for drug dealing and another for bull-whipping a fifteen year old during questioning. And a female County Commissioner who got caught naked in bed with the druggie sheriff. It goes on and on...
Rockwall County is a real piece of work.

Re: Rockwall County Government Center
Metal detector and multiple armed guards at the front door screening all but elected officials, known county employees and LEO. Do not know but ASSUME CHL's would have to declare at that point. Did NOT feel like testing the waters during a bomb scare.S&W6946 wrote:Arock,
What about the metal detectors just inside the front door? Do you have to "declare" at that point? or how is a CHL holder handled there?
Also I was recently at the Historical Courthouse on the square, and saw no signage related to handguns.
The metal detectors downstairs and at the courtroom entrance were emplaced by uber-liberal prior District Judge Sue Pirtle who was afraid of her own shadow.
Will make discrete enquiries about CHL's and report.

Re: Rockwall City Hall
I've known Congressman Hall since I was a child. His wife Mary Ellen was my Cub Scout den mother and I worked for Ralph in the Texas Senate in 1970.KBCraig wrote:I believe Congressman Ralph Hall, Texas-4th (R-Rockwall), might be interested in this. Even though this is a state and local matter and he's a U.S. Congressman, he's a hard-core supporter of free men bearing arms. I'm working with him on some workplace issues, so I don't want to use up all my political capital, especially for an issue 170 miles away.
But for those of you in the area, you might drop him a line.
Kevin
That said, Ralph is too busy to bother with local issues like this and his second son Brett is 382nd District Judge in the same Government Building. I would ask Judge Hall about this but don't want to get him recused if he has to hear the case.

Re: Rockwall City Hall
S&W you are correct. However in the Rockwall County Government Building, County Judge Bill Bell and County Court At Law Judge David Rakow are both vehemently opposed to civilians having the right to concealed carry as is local District Attorney Ray Sumrow who is so paranoid he won't even allow his photograph be posted on the official Rockwall County website.S&W6946 wrote:Just the opposite of the Rockwall County Government Center is the Rockwall City Hall. No signs are posted at all; not even at the entrance to Council Chambers.
I also noticed the signs posted at the Government Center are NOT correct 30.06 signage. I am, however, not about to tell them. The uniformed officer at the door that forces everyone entering the building go through a metal detector is of the absolute belief that NOONE except LEO's can enter the building with a firearm and he is obstinate in his error.
I am waiting for someone to "violate" the unlawful ban. I have talked with several local defense attorneys about the issue and they are in agreement it will make one of them a good case. I will not be the defendant however.

Thank you, Charles.
Addresses exactly the point of my confusion. I agree with you this should be one of our goals for 2007. In addition to penalties for incorrect display of 30.06.
But let me ask for additional clarification about a building called a "courthouse" that has other non-court related offices? ie. County voting administrator etc? The situation I am addressing in Rockwall County is with two buildings.
The first is Rockwall County Government Center which has courtrooms for Rockwall County Court and 362nd State District Court but has several other non-court related offices.
Second is the recently-renovated old historic Rockwall County Courthouse on the square in Rockwall. It has the office of County Commissioners Court. Other offices are JP (which i think is a court), voting administrator etc.
Is Commissioners Court considered a court? They don't hear cases and the County Court of Law and County Judge's Court is in the County Government Building.
Are CHL holders legally allowed to enter the buildings to attend business in offices other than the courts?
Your insight is appreciated.

Please provide a reference as this contradicts my understanding from reading other threads on this site. Specifically as it pertains to access to City of Dallas offices.
I will search for my reference.

Correct me if I'm wrong, but my reading of the statute says a person possessing a valid CHL is barred from courtrooms, offices of the court, etc, not from the entire building the court is in. This is why there are separate metal detectors outside the courtroom. Other offices in the building are County Clerk, District Clerk, DA, County Treasurer etc. From other threads on this forum I understand a person with a CHL should have access to other, non-court offices in the building.txinvestigator wrote:If they have any offices utilized by the court they can prohibt you.
PS I am right around the corner from you in Wylie.

Rockwall County Government Center on Ridge Road is posted with 30.06 signage and have a uniformed officer and metal detector at the entrance. There are offices in the building that are NOT "offices of the court" ie. computer and communications managers offices etc.
Signage, metal detector and officer(s) were the work of former 322nd State District Judge Sue Pirtle (a former liberal female educator) since un-elected but her sorry legacy lives on.
I plan to speak with the County Judge about this but Rockwall County considers itself exempt from laws not of its making so I'm not optimistic. May have to call TSRA for support.
