I am not a LEO, and I am not trained to be a LEO. That said, if someone was kidnapping one of my neighbor's kids I would jump in if I was able to. It would depend on circumstances, but there aren't very many circumstances where I WOULDN'T assist.. We are a pretty close-nitched neighborhood though around here, and I'm sure that any of my neighbors would do the same for my daughter...
