Even when sent to a post office box, somebody has to pick up the mail. Yea, in some instances, a "signature required" can delay recipt, but I think DPS has plenty of people available to receive certified mail - which I suggest (including the return receipt "green card") to all my students. Yea, it costs a little more, but gives firm documentation of when their 60 or 45 days begins.
