Short of a hacking attack, it's absolutely preventable in Texas because the law in Texas goes out of the way to protect the confidentiality of CHL holders. You can't access the data unless you're LEO with reason to do so.....and even then, you can only look up to confirm whether an individual has a CHL. You don't get to download a copy of the database for your own uses. The fact that gun-free zones have caused so many to be beaten and or killed just coming home from an event the last couple of years made me chose to go ahead. Especially here in the Houston area where we "imported" so much crime during the Katrina Exodus..
....not to mention the possibility that the thief would no longer be safe from "SSS" in rural areas once he/she was identified.
