and the odds of it passing the house?
I think the odds of it passing in the House are great, IF and only IF it will get through committee and Calenders quickly enough to be set on the House calender far enough up the list to get to debate and vote.
The votes are clearly there, but as you noted, time is not on our side. Any delays like we are seeing with employer parking lots and it's dead.

SB1164 passed on a 19 to 12 vote with one amendment exempting "teaching" hospitals.

It's now on to the House.

Very good news; the Senate version of the campus-carry bill passed to 3rd reading which means it will pass the Senate, unless something very unusual happens. Then it goes to the House.

That amendment was surprising as Senator Lucio is a co-author of the bill and when the record vote is available, I'd be surprised if he didn't vote for it. I was afraid that "parental request" amendment might pass and it would have created a nightmare scenario.

It was a killer amendment and both knew it. Under current law, any university, primary or secondary school can allow guns on campus simply by putting that in writing. Her amendment would have gutted the bill.

Being on the Intent Calendar doesn't mean it's going to be brought up for debate and vote. The Senate's 2/3 rules requires 21 votes to bring a bill up and we don't have 21 votes.

Rep. Farrar, F-rated Democrat who wants to lower the penalty for murdering your less then 12 month child to a State Jail Felony under a grossly ambiguous standard raised the point of order. It deals with subject matter. The amendment and the point of order were withdrawn.

It's not over.

The amendments adopted so far deal with:
  • CHL Instructors can alternate renewing their certifications online, then in person in Austin
    Removes delinquent taxes and school loans as disqualifying for a CHL
    Adopts SB1424 provisions removing any conviction that has been set aside in any manner as a disqualifier for a CHL
    Adopts HB410 provision repealing the requirement for a CHL to display his/her CHL when asked for identification
At this point, it's going very well.
