It's clear that the extra personnel DPS added to the CHL division is helping. However, the website is still a low priority item and I too would like to see some changes.
I have to admit that I have come full circle on DPS delays in processing. For a good while, I was convinced they were simply stalling, then I was made aware of what I viewed as a critical shortage of personnel to process CHL applications. After taking the CHL Instructor course, I came away with a greater appreciation of just how supportive DPS is when it comes to "their CHLs." (This excludes one infamous DPS attorney who appears to hate guns, gun-owners, CHLs and the CHL program.)
All that said, I believe there are changes that should be made to streamline the process that will make DPS's job easier and therefore faster and that will be far more convenient for CHL holders. These changes would have to be made by the Legislature, as they deal with statutory provisions that DPS cannot simply ignore.

Just a word to the wise. Come this Saturday, if you're found sitting next to your mailbox in a lawn chair under an umbrella fanning yourself with your file copy of your CHL application, you're going to look pretty silly. But do it anyway, it’ll make a great photo!Diode wrote:UPDATE!
Just called the CHL office at 10am this morning and the nice lady who answered the phone said I have been approved and my License will be mailed today! SO here is my time line;
Application recieved at dps on 3-23-06
Pin Number assigned 4-25-06 (I called and got it after 30 days)
License to be mailed today 05-18-06 (Monday will be 60 days)
All goes well I should get it right at or just over 60 days!
Boys I have one foot out the waiting room door...... cross your fingers.

Are there any other 80+ people like me still hanging around in the waiting room? I'm at day 83. When I called today, I talked to a very nice person who reasearched and determined that I'm only waiting on the FBI response. She stated that there is a backlog of forms going to and coming from the FBI, so this may be causing some delays.
Oh well, the waiting is starting to hurt my butt. Hopefully I won't have to wait too much longer..... :(

It's been almost 4 years since I've seen a TR-100 (yeah, mine's coming up in November), so help me out. Does the CHL Applicant sign the TR-100 as well as the Instructor? Unfortunately, Geopagus' information is correct. I also have to admit I had never noticed the error in the language of §411.177(b) wherein it refers to the "director's designee" rather than the department, as set out in §411.176(b).
During all of the hearing and meetings on S.B. 60 and it's predecessors, the deadline for processing and issuing new CHL's was 60 days, not 90 days. However, I must concede the statute actually allows 60 days from the date the designee receives the packet, which may or may not be a total of 90 days. It will only be 90 days if the department waits 30 days to get send it to the designee.
Also, this section is inconsistent with renewal time limits. Renewals must be issued or denied within 45 days of the department's receipt of the materials, not the designee's receipt. So, the drafting error will benefit the DPS only with regard to initial CHL's, not renewals.
Here is the language for renewals from §411.185(c):
(c) The department shall renew the license of a license
holder who meets all the eligibility requirements and submits all
the renewal materials. Not later than the 45th day after receipt of
the renewal materials, the department shall issue the renewal or
notify the license holder in writing that the renewal application
was denied.
Yes, this looks like something else for 2007.

Welcome to the forum.
I don't have the number here, but call the main DPS number and ask to be transferred to the CHL unit. You still may get an answering service, but you have a better chance of talking to someone.
BTW, the statutory deadline is 60 calendar days, not business days, so don't let them sell you that line.
