You can renew your CHL up to one year after expiration. Just make sure your application is in the DPS Austin Office by the 365th day!

Not any longer. This used to be a requirement, but now a person can apply as a Texas resident when he/she moves here with the intent to be a resident. Evidence of such an intent can be getting a Texas Driver's License that an applicant will need anyway (or an official DPS ID card).
