It's part of the "me but not thee" attitude I find especially insulting. Having said that, my perception is that most officer, Colonel and above, are anti-gun and anti second amendment. The military is not a democratic organization and most high level officers do not trust their own soldiers. So I am entirely unsurprised that Petraeus is doing this.
As someone else stated above, almost all police chiefs similarly anti gun and anti second amendment.
