For leather holsters, I like Milt Sparks products. http://www.miltsparks.com I have to take my holsters off two or more times a day when I'm going to the courthouse, so I like the type with leather straps that snap on the belt. The Sparks Idaho Quick Mount (IQM) works well for this application. It can also be converted to an IWB, but Sparks recommends that only for occasional use, due to the change over time.

The Sparks VM-II is a great IWB, as is the #1 Heritage. If you're taller than me, the 60TK belt holster may work well. I love that holster for a Commander, but at 5'9", that's the limit for a high-ride holster for me. A Gov't. Model would simply be too long for a proper draw. If you're taller, then the 60TK may be another option for a belt holster.

I would recommend getting both an IWB and an OWB, rather than trying to make one pull double duty.
