I have been pulled over once a few years ago by DPS. Trooper was very nice. Gave me a warning and that was it. Never said to fix it.
LIDAR (laser) does not need a front tag.

I can think of no reason for non-commercial to have two plates. Eztag uses rear and LIDAR can getting reading with out them.
Plus you save more plastic and metal by not having the bracket. Does fuel mileage go up for less drag and weight??? Maybe. Again WIN WIN!!
