I wrote a CHL bill in 1980 for introduction in the 1981 Session. Unfortunately, John Lennon was killed by a guy with a handgun in Dec. 1980 and this touched off a nationwide furor against handguns. The House sponsor said it not only wouldn't pass in 1981, but it would be counter productive to even introduce it. (He had a Senate sponsor I never knew.)
