Do I have to be a resident of Utah to apply?

Three years ago I was convicted of a non-violent Class B misdeamenor. Made a poor decision, cost a ton of cash and time. Lesson learned or more like reinforcing what I already new to be correct. Anyway, I am familiar with guns as I have been around them my entire life and have become increasingly motivated to looking into a CHL. Now to the question...If I go through another expensive and time consuming proccess of getting this conviction expunged...will I be eligible for a CHL or will it show up and deny my application?
