No offense taken sir. Very good and legitimate questions.
Prior to CHL laws being in place it was illegal in Texas to possess a firearm outside of your home unless you were
1- Traveling- At the time this meant crossing at least 3 county lines and being gone overnight.
2- Had in your possession items of high value. This was seen by the courts as over $1000 in cash or 10,000 in other items such as diamonds.
3- Were a peace officer
4- Were a commissioned security guard traveling directly to or from your place of employment.

There may have been other exceptions but I cannot recall them at this time.

Most officers depending on the time of day, place, who was carrying and attitude of the suspect would not take exception. The times I charged someone with that they were usually DWI, resisted arrest on another charge or displaying the weapon in a threatening manner. I cant recall any time I ever charged someone with UCW as a stand alone charge.

For instance I stopped nurses or others who worked shift work, were coming home at 2 and 3 am and if they were cooperative the fact they had a weapon was not ever a big deal.
You are wrong on no. 1 for sure. Show me where the number of counties was listed. There were exceptions for transport as well.
I don't know if he is right or wrong but this is a perfect example of how confusing that law was. It seems different departments had rules of their own to determine the traveling exemption. I had a "situation" in Dallas and the officers told me their was no rules on how many counties I traversed, just the fact that I was obviously on my way home from the deer lease was enough to qualify under the traveling exemption. If you look further back, Kieth stated that you could not have a loaded gun up front with you. I have also heard different versions of that one too.

Thank god they decided to clear it up with the new car carry rules. ;-) .

Back to the original topic for a minute. the very thought of a senior law enforcement officer suggesting that his officers will "throw down" on anyone with a firearm sickens me. Even with that out there, i would still intervene if I witnessed an officer getting the tar kicked out of him...or her. I would also intervene if I saw one citizen beating heck out of another. Intervene does not mean I would pull out my gun and start blastin people. I might just stop and say..."Hey fellers...what up?". I might do the ole school yard trick and scream the teacher is coming...or in this case i would say cop. If I had to, I would open a can of whoop butt as a very last resort. But yes, I would help the cop if it looked like they needed help. :thumbs2:

Used to be that LEOS worked a beat and stopped and talked to the citizens. Today it seems like the cops are right there the minute we go 10 miles over the speed limit, but can take more than an hour to respond to a broken in house. We use to believe that our government was here to protect us from the evil of the world. Today our government is the evil we that we truly fear.. We have seen Feds shoot down a whole family in Ruby Ridge and burn out an entire community. Our war on drugs fought by LEOS is truly a war on 30% of our nations citizens. People today are on the verge of complete revolt, yet we wonder why the LEO community isn't so fully supported? How can we be happy with the enforcers of our government when we are so POed at the government itself. To many of us its just not so clear who is the good guys and who is the bad guys anymore.

Many CHL holders tend to be great believers of freedom. They believe in our constitution, and they believe that government should be limited, yet it keeps growing in power and numbers. We believe that police who drive around look for seat belt violators are the enemy of freedom. We want to be responsible for our selves. Not the police state taking over every aspect of our lives.

So when we see the LEOs on TV and the media speaking out against us CHL holders or the chiefs praising the new seatbelt crackdowns. We never seem to hear anything on the news or in the papers from police speaking up for more freedom of the people. Law enforcement agencies and the unions fought us tooth and nail to get CHL laws, They paid big money to lobby to keep our citizens unarmed. We hear the chiefs brag about the big drug bust on the news, but where are the police when they bust the cancer patient for having a plant in his back yard, and the patient claims that its the only way he can hold his food down... I never see the departments speaking up for more CHL rights, or even sticking up for our constitution. Most time when I see the chiefs or department heads on the evening news they talk about our constitution as though it is an obstacle to be worked around.

Now this isn't to say that freedom loving folks don't apreciate the the police do, and the risk that they take to perform their job, but . when we have police spokesman speaking up against us like in the original post we get angry and want to strike back. Can anyone blame us for being an. gry? We CHL holders have a lot of enemies who want to take away our rights and freedom. (BTW: I thought it was a RIGHT to bear arms] We have proven that despite the legal traps our government has laid out for us we have lead pretty clean lives and proven that we are capable of making the right decisions. Its a little ironic that a Police spokesman can complain to the press about us not being able to be prosecuted while a. nother complains about our lack of willingness to use our weapons to he. lp the same officer.

I wonder when this Union hack spoke if he even considered how his words could cost him and the officers he represent in support. I wonder how many officers complained to this guy about his alignment with the disarmers? One can get mad at CHLers who are rightfully POed, but the guy the LEOs should really be angry with is the guy who started this war of words Gary Blankinship. If the LEOs he supposedly represents don't speak out and vote against him, then maybe the LEO deserves a little of our anger and loss of support. The question we all might ask, is this LEO for me or my enemy.

I'm still trying to sort this out, buy it does seem as though they are the ones that have picked this battle .. Starting with Chuck Rosenthal.
I only get to Houston maybe once a month or so but the times I am there I dread getting pulled over by that geztapo law enforcement community. The couple times I had the pleasure of meeting Houstons finest reminded me of little punk kids in high school with an axe to grind. Rude is not a strong enough word for how they acted but is all that will be allowed on this forum.

I am always polite to cops hoping they won't taze me. My thought when the Houston cops walked back to the car was..."please get run over".

To be more serious. The first time I was pulled over in Houston, I thought maybe the guy was just having a bad day. then the next time was just as unpleasant and I thought "no, this isn't just a coincidence, Houston cops have a major bad attitude going on".
I've never had these problems and never had these issues.
Maybe you should drive better and avoid all these times you get pulled over. Obeying traffic laws does wonders for limiting being pulled over.
People that don't like Houston can leave or don't come here. Don't let the door hit your rear on the way out.
You may be the only driver in Houston that subscribes to this belief. 90% of the drivers I observed will run over you if your doing less than 20 mph over the speed limit. Regardless, I drive just fine, thank you. Especially when compared to some of the crazy drivers around Houston. Trust me, I only go there when I have to and I keep my visit just as short as possible. :thumbs2:

I Know Jack wrote:Newsflash..... I watched this broadcast, When have the Houston Police Dept ever been happy that the citizens are allowed to possess a CHL? and even more of a surprise the Media doesn't like it either!! At least one senator made a good point by sayint the CHL holders are Texas's most upstanding law abiding citizens due to the process to obtain a CHL. If I was a LEO I would not be worried about a CHL holder who does or not disclose his weapon. I would be more worried about the gang banger who has one and will never disclose that fact during any type of a Stop!!

I will show my CHL when stopped as long as I am carrying!
Your right about the Houston police and their stance on CHLers. Was it not Houston that rejected the right to carry while traveling for quite awhile, just after the measure was passed into law? I think I remember my CHL instructer telling us a story about the Houston Police arbitrarily arresting folks for it.

It seems that there is a correlation between the size of the City and the amount of anti-chl sentiment. The larger cities sure seem to have more of an issue with anyone owning a gun than the smaller cities. Houston is huge and cancerous with crime. The police there probably feel like they are in a war zone at times. It is somewhat natural for them to want something/anything they can blame for the crime.

I dunno...just some random thoughts on why larger cities are more anti-gun than smaller ones.

Re: Police not happy about relazation of TX CHL law

I would definitely hand my CHL to an officer if stopped, as a courtesy. It is just good to know that if I have a senior moment I don't have to worry about getting my CHL suspended.

Re: Police not happy about relazation of TX CHL law

I think the cop they interviewed was talking purely from the emotions of the moment(with possibly a small dose of contempt for CHL holders mixed in). Surely he will realize how ignorant he sounds when he thinks about it for a little while. Maybe he doesn't believe folks are carrying concealed in the car under the traveling exemption. I bet he would have a conniption fit if he realized how many folks have guns hidden in their cars with no CHL and no intentions of telling an officer who stops them they have it.

Re: Police not happy about relazation of TX CHL law

How can a person who is so completely ignorant be chief of police? Unbelievable!!!!! Am I the only one who wanted to ask that retard how CHL holders not showing the permit were putting his gestapo at risk but the umpteen thousand other people carrying concealed under the floor mat was not a problem?

You see folks...here is what we did wrong. We are allowing the "intellectually elite" to take over the system and they are slowly twisting the system to keep us from taking it back. The entire story was presented from an elitist liberal democrats point of view. No part of that story made any sense what so ever, but to the casual observer at home it looks as if there will now be mass carnage.

I can just picture this moron telling his officers to pull their guns on folks who don't show their permit. :mad5
