I received an update today ... there were 4,000 backlogged applications at the beginning of June. There are currently (June 30, 2008) 2,500-3,000 backlogged applications. It appears that TX DPS is catching up on the back-log from earlier in the year.

Maybe all the new temp workers are really helping the situation.

Ignorant gets my vote...some of the State workers leave a lot to be desired in the common sense department.

The typing in all caps has two common causes. A lack of understanding in the usage of proper grammar and punctuation; or a lack of knowledge in typing. It is typical to see responses from people that can not type in either all lower case, or all caps (shift lock key used).

One other thought I had, has to do with the forms this person is filling in on the computer. These forms probably require entries in ALL CAPS, similar to the Post Office's edicts of typing an address in all caps with no punctuation.

The person when switching to email, does not hit the "shift lock" or "caps lock" key to go into a typing mode with ascenders and descenders (mix of capital and lower case letters), and thus the result is the ALL CAPS igmo email

I emailed Austin to ask about "Packet Mailed to Applicant" status on website on April 21, 2008; as a new CHL applicant I was not aware of the processing times, general slowness etc. The reply I recieved stated it currently takes 6-8 weeks before someone gets entered into the system. Futhermore the website would be updated to then read "Processing Application" at the time of entry into the system.
