I'm surprised no one has said this yet, but the definitive way to determine if you are in a 51% location is by looking at the bottom of the TABC permit

if it says "sign=blue" then you are clear to carry
if it says "sign=red" then TABC has determined the location derives 51% or more of its revenue by alcohol sales.


that is the easiest way i know of to determine that
