When the police use pepper spray, their goal is disabling the person long enough to put handcuffs on him. Non-LEO self-defense is quite different.

If view of the fact that OC sprays' interference with the bad guy is both partial and very temporary, my answer to the above question would be: "At least 50 yards and away and continuing to open the distance between us with enthusiasm."
