I'm not buying the holster rumor. This sounds like a mexican carry incident to me. And fox news says nothing about a holster. So ask yourself IF the gun was holstered HOW did his finger touched the trigger when he was reaching for his wallet. The bullet grazed his leg and then hit the floor. Sounds like he had it in his pocket and if it was in a holster; what kind allows easy trigger access like that?
