I got out of one ticket because I was driving a government car (I was a Marine Recruiter at the time and in Uniform). The State Trooper looked at me and said, "Sarge I know you don't give a darn (not exact words), but would you slow the darn (not exact words) down"?

Another ticket was when I was driving home from a long day of carrying mail in Clute (during the Summer) in my postal uniform. I think the cop simply took pity on my bedraggled appearance and simply asked me to slow down.

To me the decision to ticket is based almost entirely on who stops you and what the circumstances are. I doubt there are any hard and fast philosophies among LEO's regarding who does and who does not get tickets.
