Because the SCOTUS a few years ago clarified for us normal citizens that the "Police" in general have no obligation to protect individual citizens unless they have specifically contracted to do so, and only have a duty to society, in general.

This means that I cannot legally compel a Police Officer to follow me around and protect me. And since I like me, I hired myself for the simple cost of getting a CHL, as protection.
