Perhaps, they don't start out that way, but they end up corrupt for a variety of reasons.

You know, I used to share your opinion until my 80 old mother became a mayor of a small town. I watched her work her tail off making it a better place to live, (and for no pay...)
I then decided that there are a few politicians in our world who really care and work hard to make things better. But they are in the minority and do not recieve the support, (read that as money), that those who cater to the larger interests do.
So, I see it as having to make the decision to be content with your honor or trade it for money. Some folks just choose poorly.
The exponential increase of power while serving, results in an exponential increase in corruption with an inverse result in rewards to those served.
