They're carrying openly and they're intoxicated. Neither of those are legal for CHL even if campus carry passes. However police are exempt from both those restrictions. Therefore the guys in the cartoon must be police. QED.

As long as I can remember. Whether it was bullies in school or street criminals when I was older, I knew that I needed to defend myself. The authority figures (teachers in school, police on the streets) could not guarantee my safety and were there more often to clean up afterward instead of preventi...

If 46.03 and 46.035 apply to CHL, then this appers that CHL owners have a more restrictive set of locations that they cannot carry their gun. Do the signs prohibiting guns in buildings apply to licensed concealed handguns? I see the wisdom of not having people handle firearms indoors but do the rules also prohibit handguns that stay concealed in the holster? I know the signs are not 30.06 compliant but prefer to be polite and follow club ...
