"Why not?" is right. I was there 2 weeks ago, and there was no reason not to carry on the capitol tour. In fact, at the entrance to the Senate gallery on the 3rd floor they had metal detectors set aside and turned off. Immediately to the left of the Senate gallery entrance was a door marked "this door to remain unlocked at all times", so of course I opened it to see if that was true. The door indeed was unlocked, and inside was a small room with the handicap entrance to the Senate gallery, along with the security desk and the 30.06 signs that they put in place while the Senate is in session.

So as long as you don't try to go into a 30.06-marked room while touring the capitol, you should be clear to carry.
