A locally issued CHL is some how better than one issued by a state government.

I suspect New Mexico just does not want receprocity. They have a Republican governor.

Time to pass that federal law.
I guess you got the rule in the opposition way, if CHL issued by local than state, then NM has an issue with that.

Like others, I'm a little surprised by this. A big step backwards in my opinion.

Those are things NM has issue with:

Permits issued locally rather than by the state;
No fingerprint-based background check;
1)Permits issued to persons under 21 years of age;
2)Permits issued to resident aliens;
No classroom (static) training required;
No live-fire (dynamic) training required.

Only 1) and 2) apply for the TX. 1) is only for active military soldiers. What is wrong with that? 2) applies for cases like mine. What is wrong with that? Under federal law U I can sue state of New Mexico for discrimination. I am entitled to all US citizens rights other than voting and US passport. Under federal law I can own and bear arms. Why State of New Mexico has to discriminate against those like me, legal permanent residents of USA? Not cool.
