Mexican carry laws for civilians are highly selective and foreigners are not included in any of them. Ditto for ammunition.

Aduana Mexicana (Mexican Customs) does give special permission for flying into the interior with long arms to be used for already-arranged, booked and verifiable hunting trips. Check with your travel agent for the details.
