The Waco DA pretty much agreed with the Houston one while nearby police chiefs said they considered the legislation pretty clear that anybody who was lawfully going about his business and legally able to possess a handgun satisfies the "while traveling exemption."

There are always official bozos around who believe they have the power to defy legislative intent. the head of the texas liquor control board announced that it would be a felony to carry a licensed handgun in any establishment that sold alcoholic beverages. When the legislature met again they put him on notice, directed him to audit every single business that sells alcoholic beverages for on-premise consumption and create signs that clearly differentiated the laws ref: licensed carry and unlawful carry. That gave him several things to do instead of attempting to re-write legislation.
