Most probably won't. The DA in Houston said that he would continue to insist upon arrest of people with guns in their cars. It has been a mixed bag across the state. The Waco DA pretty much agreed with the Houston one while nearby police chiefs said they considered the legislation pretty clear that anybody who was lawfully going about his business and legally able to possess a handgun satisfies the "while traveling exemption."

There are always official bozos around who believe they have the power to defy legislative intent. the head of the texas liquor control board announced that it would be a felony to carry a licensed handgun in any establishment that sold alcoholic beverages. When the legislature met again they put him on notice, directed him to audit every single business that sells alcoholic beverages for on-premise consumption and create signs that clearly differentiated the laws ref: licensed carry and unlawful carry. That gave him several things to do instead of attempting to re-write legislation.

New Numbers Up ON DPS site

They had not posted demographics since February 05 but have updated them as of December 2005. In the february report the number of active licenses had dropped by a couple of thousand. I believe they were in the high 230,000 range. December figures show a substantial increase and the highest numbers ever.

Local instructors say they are getting a fairly large number of new applicants and renewals. The legislation that attempted to make it legal to carry in cars or while traveling has not had the predicted effect of stifling license applications. There is a fairly universal understanding that a lot of local police are planning to arrest people regardless of the recent legislation.
