I tend to wear my belt pretty tight, not uncomfortably so, but snug. But I also carry guns that are a bit on the heavy side. If you were to carry a lighter gun, then I would imagine that you would not need it as snug for it to stay in place. But for the best concealment you want the gun to stay put ...

I primarily carry either my Sig P220 carry or my P228 in a VMII under a t-shirt. Both fit in the same holster. Does asking for a fishing license constitute asking for ID? IIRC, hunting and fishing licenses are technically not valid unless accompanied by a valid photo ID, so yes, it would. I carry either a Sig 239 in a Milt Sparks VM2, or a Sig P220 in a Milt Sparks VM2. I'm 6'3", 200 lbs and have no problems wearing athletic fitting T-shirts while carrying. I have several friends that also carry and they have asked me if I was carrying on numerous occasions. Pretty good endorsem...
