Technically the person wouldn't even have to pay for it.

Or how about baseball bats, Tire irons, or even the little pegs hooks they use to put merchandice on. There is a multitude of items laying around that can be used to maim and destroy people and property. You dont have to fill out a form to get any of them or require special access to restricted areas.

Anything can happen anywhere. Thats why awareness is key to survival.
