Licensed to start with (but with the goal of licensed or constitutional carry in the future).

Also with the option to carry openly or concealed.

I believe Licensed Carry would be much easier to "sell" to the public and I think some amount of "training/education" (in a class) would be beneficial as well. There ARE certain aspects of open carry that could be of concern when amongst the public.
