There is no "official" time limit for loading your magazines, most instructors will suggest that you have someone assist you (load for you) if loading for yourself is holding up the class.

You will be asked to load a specified number of rounds for each string of fire, so I wouldn't try to preload any magazines. I would think if you can load your magazine with 6 rounds in under 1 minute.....there should be no problem.

If you can demonstrate to the instructor that you know "how" to load, but simply have a mild disability....they should be satisfied. Many people, for many reasons need assistance to load.
