The same unfortunately applies to carrying loaded/unloaded. Imagine if you are at gunpoint and being asked to empty your pockets. You have a gun in there but, well, it is not loaded (or a round is not in the chamber). It will only make things worse for you as you a) cannot use it and b) are giving the perp another weapon to use against you (or someone else).
