That's almost exactly what the people who dislike the TSRA say about them. Last time I asked, I was told by the TSRA that there is no support for open carry and they will continue working their agenda instead. That sounds like opposition to me.Charles L. So why does it have to be licensed? Why not either define traveling in 46.01 as not being on property you own or control? Or, even better, add "concealed" in front of handgun in 46.02? Unlicensed open carry, licensed concealed carry.

I think you need to reconsider your concept of "legitimate". The LSCDL started because the TSRA refused to take significant action for years, and as an alternative to their well publicized (if publicly denied) hostility to open carry.
