If handing it to her had not been acceptable she probably would not have said "Thank You"...

Dunno... I've had students to hand me things in class while I was busy thinking of/doing other things and said "thank you" and realized it was something they needed to keep. One thing for sure, it won't hurt anything to send it.

I understand....but fact is several have already stated that their update says complete and mailed, whereas the phone call today I was informed no way...no one has theirs completed yet.

Now ya'll must be mistaken! My account shows no progress, and I called DPS today and spoke with Daryl, who informed me it is much too soon, and that NOBODY has had theirs issued yet. When I told him that I have spoken with several who had, he insisted "No, it's too soon."
