I talked to a LEO that takes prints for me and, at one time, he was considering having a seminar on fingerprint certification. The problem was that he wasn't sure his chief would go for it.
They may also hesitate to do this because of the loss of money. In most cases, I'd rather have them do the printing anyway so my students get out quicker. I can't be teaching if I'm printing/notarizing/photographing. That's too much to do unless you have a small class, which I sometimes do in special circumstances. Then it would come in handy.
From what I have seen, there is no incentive for PDs to sign off on us. However, if we could find someone who could put on a class to certify a large group then that could be the incentive they need.
