That's a contradiction that has been discussed here a couple of times before. In the Alcoholic Beverage Code, "premises" is the whole property, including the parking lot. Since the Penal code is the section that controls where we can and cannot carry, that is the relevant definition. However, it may cause confusion if an LEO is more familiar with the ABC code than the CHL laws.
