call the senators office, whoever your local is. Mine was Dan Patrick, my application was completed within 3 days of talking to his office. You can look up who your rep is on google, it will probably go by your zip code. You are wasting your time with DPS, they don't know anything, and will always be completely clueless about anything you ask them.

Just contact your senator and you will get it in due time.
