I think the Renaissance Festival fails to meet 46.035 (f)(1) within the first sentence.
The facility is permanent. The buildings are not removed at the end of the season. Ren Fest only runs for 10 weeks out of the year, and only for 2 days each of those 10 weeks, so it's only open 20 days a year. Falls a bit short of the 120 day definition in 46.035. ;-)
