I received my plastic last Friday (3/28) so it was 16 days for me. I did email the barcode page with the empty list, but I don't know if that really made a difference.
So I'm now good until 2019.

I agree that it's a little confusing about what to do with the checklist, if there is nothing on the checklist other than the checklist.
I will email my checklist in as well. It can't hurt anything, and email is cheaper than wasting a stamp.

Renewal question
I just received my letter in the mail for my CHL renewal, and I went through their online process and it had me print out a checklist.
My checklist has the following two items listed as required:
