Here in TX, you are correct. But in NJ, I doubt they have anything like MPA. NJ is a "may issue" state and very few people have CHL's. Most likely, even if the had all been over 21, they would not have been armed. That is, unless they were members of a local gang, since the law does not apply to them. :rules:

In this case it would not have made any difference. All the occupants of the car were between 16-20 yr olds. They would not qualify for CHL, even here in TX.

I wonder what a car full with "young adults" and a minor were doing parked in an alley late Saturday night. Wait, never mind.

CAMDEN, N.J. (AP) — A masked man carrying a gun and a machete entered a parked car and opened fire on five young adults inside, killing the driver and a passenger and wounding the others, then pushed aside the driver's body and drove off with four of the victims inside, authorities said, in a startling burst of violence even for a city consistently ranked as one of the nation's most dangerous.
