Hard to tell, but it looks to me like it is just the "exchange of experience", meaning you see how the other deals with those situations and see if there are thing done by the other that are better than how you do it. Maybe some cross-training to bring back lessons learned from each other. I don't believe it means that they will be using Russian troops to provide security at US events.
